Preleased Apartments

Has anyone heard of this? A development I'm looking to rent is "preleasing" apartments. They want you to sign a lease before looking at the unit. They said tenants move out and while they are preparing the apartments for renting they rent them. Thus they are not available for viewing.

Doesn't sound right to me. A friend of mine lives in a building that has been renovating all apartments that have had long term renters. If the apartment is not finished, they show you one that has been done to give you an idea of the upgrades. You fill out an application for the apartment and they do a background check while the renovations are being completed. The renovations are done quickly because they do one style renovation for every apartment and have the materials on hand. (It's a LARGE building in Riverdale.) When they apartment is ready, you look at it, and THEN you sign the lease. There's a priority list based on the completion of applications.
