replacing Federal Pacific Stab Lok circuit breaker

Hello, I just purchased a one-bedroom, pre-war co-op in Brooklyn. An electrician recommended that I replace the Federal Pacific Stab Lok circuit breaker, as many of them are defective and thus a latent fire hazard risk. How much should this cost, and how long would it take? Would he be able to do it without shutting off power to the whole building? Any other gotchas ? Thanks.

Recently an electrician mentioned it would cost around $500 to change it. I never had it done, so I don't know any further details.
