Architect recomendation

Discussion about
We are purchasing an apartment that needs renovation requiring architectural plans. We have a contractor we like and trust. Any recommendations for an architect who will draw up plans and expedite permits? We are not looking for an architect/designer who will serve as a project manager. We are not looking to spend 15-20% of construction costs for project manager, but rather would like to pay a fee for plans and permits. Thank you.

Do architects usually have expediters that they work with to file permits or generally do you have to find those on your own as well?
