question on multiple offers on a co-op

I asked to look at a co-op and was told there was "an accepted offer and two back-up offers". I responded thanks, but we thought that being fourth in line was too much of a long shot for us to bother looking. The response was "a great offer could put you first in line". I was under the impression that back-up offers were taken in date order of signing (meaning if the accepted offer falls through, the earliest dated back-up offer is next in line, then the next, etc). Or is this not the case?
