It is impossible to give you a price.

1. You might need a permit to change the dining room into a bedroom
2. What conditions are the walls in? Is there crown molding? other molding besides base moldings? What are your expectations? Do you want the walls to look pristine?

Floors: 5,400-7800.00

Stain and refinish floors (1800 sq ft duplex) you should be looking at $2.35 per sq.ft , give a call to Carlos Wood Floors by Montani Corp. - they also do General Contracting. I've used them for both - you can reach them at carloswoodfloors@gmail.com
