What is the flip tax or transfer fee for when you sell?

Can anyone tell me about this development? It looks much like Penn South. Is there a waiting list, or can one purchase directly from a real estate agent? I know it's the lower East Side which has a bad reputation (for reasons I am unaware of), but the units could be beautiful with a good decorator's eye, lots of windows, etc. Is the area dangerous? I have never seen such inexpensive real estate in New York in this day and age. Any comments would be greatly appreciated.
