C of O question, Bed Stuy townhouse

I'm interested in a property in Bed Stuy but am confused with the info I've come across on the DOB site and what I've been told by the sellers agent. Hopefully someone can shed some light. The property was an SRO in the past and we're told it's a legal two family. The DOB site classification says it's a Two Family but there is a disclaimer on the site saying that's just the tax classification and not necessarily the legal status. There is also no current C of O and no permits filed since the current owners bought it. I know that properties before 1938 have no C of O but assuming the SRO to 2 Family conversion was legal and the renovations were properly filed, wouldn't there be a C of O and wouldn't the permits show up on the DOB site?
