Problem with Drywall finishing

We are in the midst of a large reno of an apartment we just bought. We weren't so careful with the contract language...ignorance. We were told the company would do three stage skim coating, but it's not defined, and I can't find an answer on the web. When I look at the walls, I see a patchwork, of well, patches of skim, and areas where I can the old rough drywall. The company insists they have done two coats of skim. Is there an independent third-party I can hire to assess the work? Or am I just out of luck...
