Can a tenant refuse bed bug treatment/inspection?

My upstairs neighbor is refusing bed bug inspection and treatment. What rights does the building have, or his neighbors if they are experiencing infestation?

The co-op can go to court to force the tenant to permit inspection and treatment.

Usually Adult Protective Services, etc., get involved: just like on "Hoarders".

For a typical case, google 39 West 67th and bedbugs.

you can evict if they don't provide access. bed bugs are very treatable. I'd buy some spray from Broadway - they are the experts - they'll probably recommend bedlam and some powder - http://www.broadwaypestcontrol.com - -- 90% of my apartments with bed bug issues are solved with less than $200 worth of product. Spray your apartment before you leave for work and when you get back the smell should be fine/safe. Then repeat every couple of weeks, then every couple of months. Until your neighbor's apartment is sprayed you're going to need to spray your place. Also - in about 80% of cases my tenants keep all of their furniture (but they do launder all of their clothes).

Do you have any recommendations for where to spray? There is almost no upholstery left in here. My mattress is on the floor, latex and encased. Everything else is wrapped in plastic. There is only a table and chairs and a bed. I get bitten in/at all of these.

Haha. Not that I don't think the ghetto comment is problematic, but the reason it's on the floor at the moment is because my bed frame is wrapped in plastic getting treated by some kind of "time release" chemicals that take 2 weeks to do their thing (according to the pest control guy - whose not totally 100% verifiable approaches are another reason I'm arguing with the board.)
