Changing Land Use

Hi all, Wondering if anyone had any zoning knowledge / previous experience that could help me with a question I have. A current building is zoned as "Public Facilities and Institutions" and is a P7 classified building. Will converting this to commercial (even though it is in a commercial C6 district) be a huge issue / headache? Any help / tips would be greatly appreciated. Thanks!
