DOB same-day approval process

Has the same-day approval ever worked for anyone here? I have a small project (literally add two walls and a couple of doors) that the architect/expeditor submitted for same-day approval and it got kicked for plan review. Same thing happened to a couple of our other friends. Why did the DOB put in an expedited process if they don't intend to honor it?
