It's a conversion of what was built as low-income rental housing. The deal the builder got from the government has expired, so now the landlord is tarting it up and converting it to condo.
24f is still available for a family that has excellent bladder control.
the tax is quite low. they have tax abatement?
Taxes as a rental are about $1,064,000 per year, less a $26,000 J51 abatement. The taxes you see advertised are the sponsor's estimate of what they'll be as condos.
for a condo, though, their sublet policy isn't great. investors: stay away.

My understanding is purchasers can sublet after living there one year.

What makes swiftykat say the sublet policy isn't great? Don't understand NWT's comment. Is there a tax abatement?
Address report.com states that this building had over 150 violations -mice, bulging walls, no heat in building- among others, yet this building is selling like hotcakes. Hasn't anyone noticed these issues or do they not care?
