Discussion about 63 West 89th Street in Upper West Side
There is a row of houses behind the Centra, 100 W 89th St, on West 88th St. side. The city turned it over to the residents some years back and it was a nightmare. They used to blast music every night after midnight into the wee hours of the morning. The police had trouble locating which of the apartments in this row of houses was causing the noise. They were under the umbrella of Goddard, an indifferent agency.
I don't know why anyone would want to live on the Upper West Side. Node, heroin addicts, children, Goddard, Sharks, Jets, writers, Theater People, homosexualists, on and on and so forth.
You're best off just moving.
Well I agree fully with Mr Hart, but others feel differently. W89er I have experience in these matters and here is what you can do to combat the noise:
1. Keep logs, get video, take pictures.
2. Call 311, or email 311. Don't laugh. This is THE most effective mechanism in NYC to get stuff done. Contacts are carefully logged and city departments have strict deadlines for response.
3. Get everybody you know to call 311. As somebody in authority said to me, and I quote, "If 15 people call, that's huge."
4. Get in touch with your Community Board. Nobody is more powerful. Go to the right subcommittee meeting, call the office, write letters and send certified mail.
If you keep after this, this will be dealt with.
BTW if you can find evidence of illegal AirBnB, contact the Mayor's Office of Special Enforcement.
People get the neighborhoods they deserve.

What's Goddard?
That's PS 166 school zone. I know many parents zoned for that school who go instead to Success Academy Upper West to avoid the ghetto population in that area. There are plenty of projects around it according to them.
