Just closing on a 1br (1200 sqf) apartment in the Financial District. I am looking for a designer/contractor to coordinate a renovation, as it has remained unchanged since it was a bland rental unit. You might want to reach out to Jeff at Prime Renovations. He (Primer05) is a frequent and respected contributor to discussions on SE. He will be able to give you a good idea of what is possible within your budget.

You can do this for more like $150K to $200K, even with some splurges on fancier finishes, appliances, fixtures, etc. -- Definitely shop around. Unfortunately I don't have anyone specific in mind to help you. But would recommend you tell people you are ready to spend $180-$200 and then let it go a little over that.
