Small bathroom Reno in 500 sf studio coop.

The contractor I hired sent me an invoice for both an electrical and plumbing permit for $1,950 each. In addition, he added an asbestos test with an ACP-5 form for a cost of $1,750. My building's management company who reviewed the Reno proposal states that the scope of work does need asbestos testing. Can anyone tell me what their experiences have been with the cost of permits. I believe he's ripping me off and have since fired him before any work got started. Thank you for any input you can give me.

My plumber charges me $2,000 to get the LAA permit. You do not need an electrical permit to renovate your bathroom. I never heard of getting an asbestos test for a bathroom and in 15 years no management company has ever asked me to get one.

Did the contractor tell you about this prior to getting this done? Did he say permits would be more?
