N.J. bathroom remodel cost?

We are renovating a house in N.J. I just got quoted $21,000 from a GC for a 100sf bathroom remodel ONLY for labor and basic building materials for framing, etc.). We have to buy everything else - tile, tub, vanity, etc. The only plumbing change is the addition of a second sink, but they have $4k allocated for plumbing! And $2K for electric, even though we aren't planning on changing the lighting layout (just adding two gfci outlets). Is it just me or is this really high? My buddy who used to be a GC said that in affluent areas in N.J., GCs quote crazy prices because they know folks have the money and most don't really know how much things cost. But if that is really the case, do we have any other choice?

That is a decent sized bathroom. Plumbing seems fine, electrical is way too high.

my friend did reno @ Fort Lee - it was 10K all included ( High end)
