Standing Shower: Tiled Floor to Fiberglass

I see a lot of discussions regarding converting to a tiled shower. However, I have a tiled standing shower (floor and walls are tiled) and want to research into converting the tiled floors to a fiberglass solution. I think fiberglass is much easier to maintain than a tiled shower. 1.) Is a permit required for this type of work? 2.) How much would a job like this cost (old tiles need to be removed, etc.)?
