White Asbestos Encapsulation Material on Floor

Anybody have any experience with a product called Chemsafe 500 or similar used to "paint" the surface of the concrete slab after asbestos abatement/floor removal? Trying to figure out if I'm able to glue down a new floor to this material -- data sheet isn't clear, asbestos company is not helpful, and the distributor of the product also surprisingly unhelpful. Any help is appreciated.

Asbestos is a naturally-occurring, mountain-mined substance that is perfectly safe unless you work with it in its crumbly form for decades, while chain-smoking 16 hours a day the whole time. Just glue the new floor down to whatever's left after removal or so-called "abatement", the latter of which is akin to exorcism.

And what makes you think the chemicals in Chemsafe 500 are safe?

Thanks for the nonhelpful response. The asbestos abatement has been completed and was required by my building to replace the floor. So I'm asking a technical construction question here to see if someone had experience with a product that is already placed down. If you can't help stop trolling.
