Can't get financing, building is 18% owner occupied. Must pay cash, don't waste time like we did in contract!

Not sure if the building description on streeteasy is right, but it says that there are only 20-odd apartments to begin with - 18% owner-occupied would mean the entire coop is 4-5 units? Did either the real estate agent or the board explain whether something happened recently? ACRIS seems to show the building had been acquired in 2014, is the new owner creating problems?
