why do brokers continue to list apartments that are in contract without stating that it is in contract? is this a bait-and-switch strategy?

Very simply they do it so when new buyers call they can then pitch their services and try to get them as clients. Buyers won't call if it's in contract. So the listing agent CONVENIENTLY leaves off the "in contract" piece. Sneaky stuff and unethical but that's the business.
