Subletting and no hot water for weeks. Recourse?

I'm subletting in a coop who's hot water boiler broke. We have had no hot water for 2 weeks, and it will probably be another week or 2 until they can get the hot water working again. What are the owner's responsibilities to me? Can I withhold rent?
