why why why do brokers use the word penultimate?

I think broker meant to find a fancy word for "second to none" but botched it with "penultimate".

Maybe the floors have been sanded twice already and only have one more time until they need to be replaced.

Not non sequitur but very important info: All the lights are warm LED, providing ~5X electricity savings.
