Moving breaker panel to another wall

We're considering purchasing an apartment that has the breaker box and intercom on a wall in the kitchen we'd like to partially remove, the part of the wall that isn't obscuring the electrical riser. We'd like to relocate the breaker box and intercom to another wall at least 5 feet from its current location. Is this possible? Are there implications as far as the riser? Do we need to cut power to the riser in order to accomplish this? Does it matter that the apartment is on the top floor of the building (ie., does this give us more latitude as far as riser relocation, if we wanted to go that route?)?
