I have probably 50% of my floor area covered in area rug, and yes my building has an 80% rule. I was notified that I have been complained about with regards to hearing me walk. Turns out, it's coming from my next door neighbor (who already has it out for me because she is out of her mind). I don't wear shoes in my home - I grew up that way and I am OCD about tracking the dirtiness of the NYC streets into my home anyway. Is it even possible for this neighbor to hear and complain especially while the neighbor below me doesn't? I could also ask the board for permission to be excepted from this rule (on the condition that if my neighbor below complains, then I will follow the 80% rule). Is that something that works? Because I just cannot believe that she can hear me walking around, even if i was stomping in high heels (and I am a man btw, and my work shoes do not click). Plus, when the rep from management company called, he said not once in 17 years of doing this has he had a complaint from a next door neighbor about walking noise... [less]
Slay, Furniture is included in the area covered by rugs. In addition, kitchen and bathroom do not count towards total area. I would forcefully tell the board that next door neighbor is being unreasonable and talk to the neighbor below and get him/her to say that there is no problem. Coop is just looking for some thing reasonable to get back to the next door neighbor.
Does your neighbor had 80% carpeting? You can always complain about her just as she has complained about you. Some co-ops will not investigate a complaint if the complainer is not in compliance with the 80% rule.
Also run a test, have a member of the staff go to your neighbor's apartment and see if they hear you walking around.
It's a ridiculous complaint because carpeting won't effect the noise going to your next door neighbor's apartment (unless they are requiring you to carpet the walls as well).
