Fair Allocation of Parking spaces

I live in a large coop in Brooklyn close to the Manhattan bridge. We have a few hundred parking spaces and 200+ people on the wait list. The parking spots are only $180 per month which is way under market value. Should the board raise rates? Only a handful of spots become available a year so it could easily take 5+ years to get a spot. How do other coops deal with parking prices? I feel that all members of the coop could benefit from higher prices. Even if you don't have a car, the revenue will go toward building maintenance.
