DOB requirements for half bath size?

Hi, I'm having plans drawn up to renovate a 1bd / 1bath apartment. The layout makes the idea of adding a half bath an interesting possibility. However, I've raised this with my design/build team, and they are adamant that the city would require the half bath to be at minimum 5ft x 5ft. This would be too large to comfortably fit. Is this really the case? I've looked briefly on Google and haven't been able to find anything. I was told that this was required by laws that protect the disabled.

A new bath would definitely have to be handicapped accessible, which means wheelchair access, which is why it has to be so big.
