Discussion about
Is it typical to have to hire an engineer when adding a mini-split system? I thought that would be only for a central ac work.

Hard to say what is typical but I wouldn't be surprised if a board wanted an engineer to review. Mounting of the condenser, waterproofing the building penetrations, and discharge of the condensate are all things a competent board should want to verify.
