bulging of the floor?

Saw 2 apartments in a building on UES that was built in 1928. The apartments are next to each other, and I noticed the floor was bulging across the two apartments at about the same place. It is not the flooring bubbling up, since I know what that is like given we had such problems before. This felt like the concrete underneath was bulging. Has anyone seen this before? What causes it, is it serious and how to fix it? Thanks. Clayton

I have seen this a few times. One was caused by a leak from an apartment above that seeped in through the baseboards and went under the floor. No water appeared above the flooring, so this took a while to figure out before repairs were made. Anther was caused by faulty radiators in the line. Another was caused by heating pipes running under the floor into a neighboring bathroom.
