Yeah that's a hilarious ask.
The WBF is a nice value-add (if it works) but that 'entry hatch' to the roof seems a bit shady...
Looks quite high-end and tastefully renovated. Funny though that two important features in the description - roof rights and garden views - have no clear photos. And if fireplace was working, I think they would have mentioned it. Also, what exactly are the roof rights? Being in the historic district, building anything on the roof may be problematic, even for a rear facing apt. One problem with access is that apt. is only 500SF so any reasonable staircase, even a spiral, would take a lot away from floor area. Also, its hard to tell but it looks like roof is quite pitched and parapet in the rear could be quite high. Still, I think this listing will attract some traffic along with a bunch of below ask offers. Lets see how long it stays at that price. If seller seriously thinks roof has value, they would have preliminary plans available. If not, I would give little to no value to roof rights. In real estate, value has to be created, not assumed.
$1,900 ppsf for a co-op is outrageously high! Maybe it would be semi-justifiable if it were in West Village, but this is starting to go pretty far north for 'downtown'.
Re: "entry hatch" - it's probably outside of the apartment (i.e. in the common hallway).
With a 12' x 14' LR, if you add a staircase you are going to end up with a kitchen, bathroom, sleeping area and a nice foyer with a staircase.
