What are the cons of this unit? What side do the bedrooms face? If 9th Ave, I imagine noise is an issue?

Cons: no doorman.
Tiny bedrooms -- in fact, the entire apartment is small for a 2 BR.
Maintenance for a no-services building seems high .
Tax abatement expires in 2 years.

the busy 9th ave, crowded 38th street, and the hotel construction site to the east of the building which is right under the balcony, all keep reminding you of how noisy this place can be..
