What's up with the penthouses at Walker Tower?

There seems to be a really high turnover rate (talking about high floor with outdoor space, not just those labelled as "penthouse". For which it seems Walker Tower bucks the trend - all these new developments seem to have the top 10 floors of the building labelled as "penthouses" when none of them has a setback and here you've got apartments which are "very penthouse-y" and not called it).
