How is the construction around the area? Is there a lot of noise

The construction will be the least of your problems -- the traffic noise and jams from entrance to the Lincoln Tunnel will be ongoing. The listing does say that Citiquiet windows were installed. That should tell you something...

If you are noise sensitive, you do not want to live on any of the two way streets. For this particular apartment, Citiquiet windows will eliminate a big chunk of the noise.
