Hi, I received a few notices from my coop board about outstanding Department of Buildings (DOB) contractor applications (plumbing/electric) that were never appropriately closed with the Department of Buildings. These were done by previous owners. I don't even know what it means to "close an application" or how "hiring a contractor" to close them would work, but I have nothing to do with it and refuse to hire a contractor to "close" someone else's work a decade ago. What are my options here? Thanks.
You buy it, you own the issues.
Depending on your purchase contract with the seller and the representation embedded, you can sue the seller to reclaim the cost but you own the issue as the current property owner.
You may only need an Expeditor to close it. The coop managing agent will recommend you one. Your lawyer should have checked for open permits / jobs in your unit before closing.
FYI to buyers; you can go to the NYC Department of buildings and easily get information on open permits.
Your attorney will usually look into this as part of his due diligence. We usually take a look as well especially if any Renovations were recently done.

We recently finished a project in Chelsea and my client called about the same issue from work done 8 years ago. The building found that several of the apartments had open electrical applications opened and brought in the building electrician, that electrician gave my client a story that he needed to do work in the apt so be careful in who you hire
This happened to me and it was not fun to deal with. I tracked down the old architect and got an expediter and those things together plus a few months and a few thousand dollars helped us get those things closed out.
