lease delay due to board approval

Good morning. Looking for guidance as a first time NYC renter. We signed a lease to begin July 1, but board did not come back w approval until July 10. Landlord is insisting lease begins on July 1, but our lease says no. It begins when we can 'move in'. The apartment is being painted until July 13. When does our lease actually start??
