There are different rules for billionaires in this city. The City has basically said it's OK and nothing will be done. Every complaint gets referred back to this one which was dismissed.

There's also a subset have their financial crimes pardoned, eventually.

The building she bought is not really a brownstone. It's actually two residences with the same facade, which only cojoin through the basement. That way her staff is in one part and she has the larger space. People speculate it's this unique configuration that drove her to buy east of Third.
