You cant tell people not to hoard items from the supermarket, then drop a shelter in place order.

It's a really bad idea to send mixed messages in situations like these because people (especially New Yorkers) tend to figure out pretty quickly if listening to the government is the sucker play. Then when you have a message you need the public to REALLY obey you've lost that ability.
I just remember how well everyone behaved the first few days after 9/11, then I saw signs that it was starting to fall apart. This crisis is much more than one hit and recovery. It's going to escalate further.
