Was this maybe a ground floor medical unit turned into an apartment? That certainly is not a legal bedroom — 84 must have windows for it to be considered a bedroom right?

Was this maybe a ground floor medical unit turned into an apartment? That certainly is not a legal bedroom — there must be windows facing a courtyard, airshaft or the street for it to be considered a bedroom right? Fire egress seems to be a concern here.
