Please help - Rental rate increase question

Hello all, I live in a 421A building complex and had a quick question. Is the building owner allowed to take all of the accumulated 421A surcharges at once upon lease renewal? Basically my rent the first year was X and upon renewal they are making it X + like 6 years accumulated 421A surcharges. Can they do this or can it only go up the 2.2% from the base of year 1 of the lease? Thank you!!
