No fee rental buildings - peter cooper stuyvesant village and waterside plaza (watersideplaza.com)

Peter Cooper and Stuvyestant are overpriced dumps. And the neighborhood leaves a lot to be desired. Plus Tishman is pressed for money, so they are cutting back on all sorts of services I hear.

cooper and stuy town are neither condos nor new, so not sure why they are being brought up (although I do agree that there is a great deal of suckitude there... project-esque plain brick buildings, bad for transportation, far from much of the reasons one lives in Manhattan).

But there are definitely confos renting out now. Tons in Brooklyn and Fidi right now. I haven't heard as much specifically about the UES, but I have to figure there are going to be a couple in every building.
