Care to elaborate? Is this due to the low maintenance charges?

What does "why????" mean?

Twenty years ago, apartments in that building sold for $25k. It is not a luxury building. It is adjacent to a project on one side, a school on the other and what used to be a horse stable across the street (which may become luxury housing eventually). Having said that, the building offers a cheaper housing option for the neighborhood.

does anyone know whats up with all the baby carriages in the hall...it looks really tacky,also the halls are not very clean and they smell mildewy
