MTA proposing increase in payroll taxes

The MTA, as part of its new financial plan, proposes an increase in the payroll tax. Though it seems minimal (0.33%), any plan that raises taxes for businesses in an environment with negative job growth sounds counterproductive. You think the city/state might have any hesitation to screw itself more by attempting to soak the rich?
State taxes going up on higher incomes, city taxes going up on higher incomes, higher property taxes, bla bla bla.
All while not even THINKING of requiring a city employee to work to 51 before retiring...
I'm kind of surprised that a pro-business mayor like Bloomberg would endorse something like this. But then again I don't know all the political details.
The result will be more reverse commuters, with NYC jobs moving to CT or Jersey. Creating the need for more cars.
It also seems that initially the MTA won't generate as much $$ because the figures are based on the current FICA tax base.
I think Bloomberg might be "endorsing" it to scare a few folks... and get what he really wants, congestion prices / east river tolls.
