8000 tax credit

Discussion about
Does anyone know if the 8000 tax credit applies to new developments? Also, if it does, what if you sign now, but the closing date is after the Nov 30, 2009 deadline? Can you still take the credit? Any answers are greatly appreciated, thanks.
