Central Heat/Air

I am new to rentals in Manhattan so I need help understanding some basic stuff like "Free" central heat and air. Based on a few apartments I checked out, some buildings have the traditional radiator heating while some have central heat/air. Can someone please tell me if the tenant is responsible for paying for heating/air. I was told by some brokers the tenant is only responsible for electric so central heat/air is included in rent. Other brokers have told me central heat/air will be in my electric bill. Thanks

different by building and often different between air conditioning and heating... just make sure you get a clear statement in writing
