Super/ Mgmt. Company access into tenant's apartment?

A pipe is leaking in the aparment above mine and its dripping down and damaging my ceiling and walls. This tenant is being difficult and won't give the super access to his apartment to assess the situation and ultimately fix it. Can anybody tell me what sort of laws are out there that essentially force this tenant to open his door and allow building management in??

I think if its causing damage to the building, the tenant has to allow access.

It should be in the rental agreement that the landlord has access to the apartment in the case of an emergency (leak, fire, flood, etc.) if it's a Coop, it's built right into the Proprietary Lease as well.
