They tried to sell it and couldn't, so it went rental.
If you're renting, financial soundness might not matter a whole lot...

I work in the area, trains pass over the building every five minutes, can't imagine how someone can live there. There's no soundproof that can block that amount of noise.

I've been inside an apartment in the building that faces the train... there's actually no sound... it's pretty amazing.

Always wondered about that - I assume you were inside when a train went by? No noise would be pretty amazing considering how loud those trains are outside. It's like someone banging on drums in the same room as you.
