Foreign real estate taxes as boost to manhattan

Hong Kong introduced a bubble real estate tax recently http://www.bloomberg.com/news/2012-10-26/hong-kong-imposes-property-tax-on-non-locals-to-prevent-bubble.html This follows other such taxes in Singapore and wealth taxes of France and uk. This may mean more spillover condo purchase potential for manhattan. I expect this may give a further boost up to SECMI index.
