A new Chelsea housing lottery will make 17 brand-new apartments available to qualified, selected applicants. Located at 211 W 29th St., Flow Chelsea is a new, 24-story passive house apartment complex with studio, 1-, 2- and 3-bedroom layouts.

According to ZH Architects, passive house construction “includes continuous filtered air, triple-glazed windows to reduced street noise, and an overall lower consumption of energy for the entire building.”

The lottery is open to three different area median income levels, including 70% AMI (annual household income of $40,080 to $74,690); 80% AMI (income of $58,903 to $99,040); and 130% AMI ($81,429 to $138,710). See the chart below for more details:

Flow Chelsea is located three blocks from Penn Station with plenty of nearby transit options, including the 1, 2 and 3 trains and the M7 and M20 buses. As a passive house residential building, it will be highly energy efficient. Building amenities include a laundry room, 24-hour door attendant, gym and bike room.
