A housing lottery has launched for the Fulton Houses, a new building at 425 W. 18th St. that will bring 159 affordable apartments to West Chelsea. The building will rise 18 stories between Ninth and Tenth Avenues, and will overlook the High Line. It’s the result of a 2006 rezoning plan in which the city agreed to create more affordable apartments within West Chelsea as a part of construction negotiations for the High Line. Although plans for construction were stalled in 2008, the New York City Housing Authority is now moving forward with the project.

The lottery, launching on July 26, is accepting applications from individuals and families earning 50, 100, 160 and 165 percent of the area median income. Rents will start at $702 and range to $2,674, depending on unit size and the applicant’s income level. See the chart below for a breakdown of apartment size and income qualifications.

Applicants who are municipal employees, current residents of Manhattan Community Board 4, or current NYCHA residents will receive special preference, as will applicants with disabilities impacting their mobility, vision and hearing.

Planned building amenities include a 4,560-square-foot community room, roof deck, bike storage, playground and laundry room.
