For sale: increase in the asking price - Rentals going down

I now start to see apartments, condo especially, with asking prices very close or above the top of the market. Rentals are still going down, banks appraise properties well below the current fair market price and probably for a reason. It does not make any sense. I am just trying to figure out if they are doing that to anticipate an offer 20% lower than the asking price, or if they are just in denial, or may be there is something I cannot see.
