Following upon Roberts v. Tishman-Speyer, ten tenants at London Terrace Gardens (http://www.streeteasy.com/nyc/building/425-west-23-street-new_york) have filed a class action suit against the buildings' owners. The tenants claim the owners continued to deregulate units and failed to restore units to regulation after they started receiving J-51 tax breaks in 2002. The tenants are asking for return to rent stabilization and damages. The 10 tenants pay market rents of $3,100 to $7,500. The case isn't up on eCourts yet, but has index 603468/2009. Dugan v.
